Does Sela Pass Need a Separate Permit?

No — Sela Pass does not require any permit beyond the standard Arunachal Pradesh ILP. As part of the Tawang road circuit through West Kameng district, Sela Pass is covered under your regular Arunachal ILP (specifying West Kameng / Tawang district).

Sela Pass at 13,714 ft is the main mountain pass on National Highway 13 (Tezpur–Tawang). There is a permit verification checkpoint at Sela where your ILP is checked — but you only need the ILP, not any additional pass or sector permit.

Sela Tunnel (2024): A twin-tube all-weather tunnel bypassing Sela Pass was inaugurated in 2024. The tunnel at ~13,000 ft reduces travel time to Tawang significantly and operates even during snowfall when the old road is blocked. The tunnel still requires an ILP for transit.
