Manipur introduced the Inner Line Permit system in December 2019. All Indian nationals except Manipur state residents now need an ILP to enter, including visits to Imphal, Loktak Lake, Keibul Lamjao National Park, Moreh and all other destinations.
Register with Aadhaar or Voter ID. Upload photo. Specify all districts you plan to visit. Pay ₹100 online. e-ILP issued in 24–72 hours, valid at Imphal airport and all road checkpoints.
Sardar Patel Marg, New Delhi. Weekdays 10 AM–5 PM. ILP in 3–5 working days.
G S Road, Guwahati. Often same-day ILP for travellers entering from Assam.
